About CES Somalia: The Center for Social Development (CES) in an independent, non-partisan
Somali policy institution headquartered in Garowe. It works to address the underlying causes of
poverty, promote peace, governance and socioeconomic development.

About the Author: Mr. Roble Dahir serves as Senior Researcher and Executive Secretary of CES
Somalia. He is a peace-building and reconciliation expert and a Roster Member of the IGAD
Regional Group of Mediators. He previously served as Advisor to the Ministries of Interior of both
Puntland and FGS and was a member of the ad-hoc integrity committee for the 2016/17 Somali
elections.
