CORRUPTION IN THE SOMALI FEDERAL MINISTRY OF ENERGY AND WATER RESOURCES

FOCUS: World Bank Project : Project No. P165497 (SEAP ) Somalia Electricity Access Project.

The ongoing World Bank – SEAP project of the Federal Government of Somalia is scheduled to close soon yet in serious failure caused by mass mismanagement and corruption by the Somalia project coordinator Mr. AbdiSalam Mohamud Abdullahi (DOB: MAY 5, 1989, holding Kenyan PP NO. CK57587) who is single handedly responsible for the so called Project Implementation unit’s Energy Coordination Unit, a position paid for by the World Bank within the Federal Ministry of Energy and Water Resources as the ECU lead) .

Owing to delays emanating from deep rooted corruption by Abdisalam, it has come to the attention of many that the corrupt Somali Ministry of Energy’s Project Implementation (of the ECU) has requested an extension of the project for another 12 months to enable not to complete remaining works but to “finish” and misuse the remaining funds. It must be noted Abdisalam often changes his Kenyan passports number for dubious and nefarious reasons. He also holds other passports and nationalities, some times under different names.

Therefore it is vital to track his biometrics across the Horn of Africa region as he is possibly also affiliated with Al-Shabab and other criminal groups in the Horn of Africa. It is also clear that Mr. Patrick Balla of the World Bank closely works with him, knowingly. During the tenure of the current Federal Somali government Minister of Energy ( Mr. Hassan Abdinor Abdi) , and that of the last minister, the World Bank funds were massively mismanaged and stolen left and right and out of control singlehandedly facilitated by a coordinated operation by the PIU /ECU lead by Mr. AbdiSalam and the WBG lead in Nairobi, Mr. Patrick Balla.
